Does this happen consistently. If so, few things you can check.

[a] If possible, try to see if "sh stat platform.system*" command gets executed from domino console. If (yes), look for Platform.System.PctCombinedCpuUtil.Peak and Platform.System.PctTotalUserCpuUtil.Peak statistic and see if there is any CPU spike on the server.

[b] Run NSD on the server and see if server threads say anything about the state of the server.
